The general objective of this study was to analyze the role of transformational leadership on the implementation of a national government multi-agency projectprogram in Kenya. The specific objectiveswereto examine the role of idealized influence andinspirational motivationand themoderating role of the legal framework on the implementation of digital literacy programs in Kenya. A descriptive and explorative research design was adopted as well asa positivism research philosophy. The target population of this study was 300 project managers in the program whereby Yamane’s formula (1967) was employed to determine the sample size to 171 project managers. The study used stratified random sampling; data was collected by the use of primary and secondary data. Secondary data was obtained from published reports and primary data was obtained by the use of semi-structured questionnaires to collect data.
