The voluntary surrender system of China budded in the Western Zhou Dynasty and matured in the Tang Dynasty, and its concept was first confirmed when the law amendment was implemented in the end period of Qing Dynasty. The 1997 Chinese Criminal Law defined the system of voluntary surrender in detail, and it has been one of special systems in the Chinese legal system.
