Bio

Saint-Luc Fénélus completed his primary and secondary education in Puilboreau, Ennery, and Gonaïves, Haiti (1984–2000). He earned a Bachelor's degree in Philosophy from Cessades, Haiti (2001–2004), affiliated with the Pontifical Salesian University in Rome, and a Bachelor's degree in Theology from CEIT, Dominican Convent, Santo Domingo, affiliated with the Angelicum, followed by a Licentiate in Theology from PUCE, Ecuador.

He holds a Master's degree in Canon and Civil Law and is currently pursuing a Doctorate in Canon and Civil Law (Utroque Iure), both at the Pontifical Lateran University (PUL) in Rome. He is also pursuing a Master's in Bioethics at Anáhuac University, Mexico, and completed a course in Bioethics at the Pontifical Athenaeum Regina Apostolorum (PARA). His academic formation further includes specialization in Causes of Saints and Exorcism (PUL–APRA), and training in Child Protection and Leadership through CELAM and the Academy of Catholic Leaders.

He completed programs at Faculdade São Basílio Magno (FASBAM) in Brazil covering formation for formators of priests and consecrated life, Mariology, and the role of philosophy in ecclesiastical formation, as well as seminars on Canon Law in 2020–2021. He received a certificate at the International Congress on the Protection of Minors and Vulnerable Persons at PUC Goiás in 2020, and participated in the Alumni Meeting of the Faculty of Law of Ribeirão Preto/USP at the University of São Paulo in 2020. In 2019, he received a certificate at the III Canonical Symposium of the Superior Institute of Canon Law of Santa Catarina on the Administration of Ecclesiastical Goods in Light of the Brazil–Holy See Agreement: Challenges and Perspectives. He also participated in the Brazilian Communication Workshop in 2021.

Additional academic engagements include the congress on the Second Vatican Council and its challenges at PUCE in 2012, a UFFS seminar on international migration, the 1st UFFS Meeting of Institutional Commissions PROHAITI on the Historical and Political Dimensions of Recent Migration in Brazil in 2022, the XXXIII Meeting of the Brazilian Society of Canonists in 2018, and a symposium in Joinville on Matrimony, Theological, Canonical, Pastoral Updates, also in 2018.
